How and when to buy bank credits:
Permit applicants desiring to purchase mitigation bank credits rather than conducting their own mitigation should follow these steps:
1. Using the bank information below, select an appropriate bank to mitigate unavoidable impacts at the project site by identifying all banks whose service areas encompass the project location, then by matching wetland functions to be lost at the project site with the functions provided at the bank(s) by HGM and Cowardin classes.
2. Contact the bank sponsor(s) to discuss credit availability and terms of sale, including expected number of credits needed and the timing of purchase. Identify the selected bank in the permit application, but do not complete the credit purchase yet.
3. Completion of the credit purchase takes place just before the permit is issued. The DSL Resource Coordinator and Corps Project Manager will inform the applicant of their approval to use a particular bank and the number of credits required.
For DSL, a copy of the proof of purchase must be provided before the permit will be issued. For the Corps, credit purchase must be completed before work begins in a water of the US. If one agency takes longer to complete the permit review than the other, the applicant may need to request an extension of the permit decision timelines.
